根据海关总署相关公告，危险化学品的包装使用鉴定和出口电子底账，需要向产地进行申请，但进口产品原产于境外，故上述问题一直以来是企业通关过程中的堵点、痛点。建议企业要加强与属地海关的沟通，及时向海关反映企业生产经营活动中遇到的困难，寻求海关的支持。对于确需复运出口的危险化学品，可以将货物原进口的信息，货物目前的状态（包装、品质），企业的诉求反馈给属地海关，由属地海关向上级职能部门一事一批，以获得解决的方案。
